Abstract
The study aimed to provide a future vision by identifying the reality of the effectiveness of public secondary schools from the point of view of the supervisors and teachers and ways to increase the effectiveness of those schools among the trends of modern educational administration and global experiences as an input to comprehensive quality management in the directorates of education in the northern governorate of Palestine. It also aimed to explore the statistically significant differences in the average response of the study sample members on the scale of the reality of the effectiveness of public secondary schools in Palestine from the point of view of supervisors and teachers in building knowledge and understanding among its students due to (gender, qualification, years of experience, job title and school location, specialization).The study relied on the descriptive constructive approach where a special questionnaire was developed consisting of four areas, ways for applying effectiveness , monitoring effectiveness application , measuring and evaluating it and developing the school vision . The study also used personal interview and its reliability and consistency were verified. A study sample was selected by stratified random method and it consisted of (190) supervisors which represents (48%) of it, and (486) male and female teachers which represents (5 %) of it, while the sample of interview was (30).The study reached several results , one of the most important was the level of approval of the sample which was high on the reality scale of the effectiveness of Palestinian public secondary schools in building knowledge and understanding among their students in the contemporary global trends from the point of view of supervisors and teachers. The results also indicated that there were no statistically significant differences in the average response of the sample according to its students due to gender, specialization, qualification, years of experience , job title and school location but these results showed there were statistically significant differences in the average response of the sample on the field of measuring and evaluating the effectiveness due to the academic qualification and bachelor's degree . The study recommends that the Palestinian Ministry of Education should adopt the proposed future vision reached by the researcher through the study of the effectiveness of the schools in Palestine and work to apply it. Paying attention to spreading awareness through promotional brochures of the importance of the effective presence of the school among the administrative and teaching organizations to employ the knowledge and skills they possess in order to achieve the school's educational goals. Preparing specialized training courses in the field of using and activating technology in education among the rapid changes. Directing researchers to conduct more research and studies and linking them to demographic changes or theories related to the active school. Finally, working on developing the future vision through its application and provide feedback on its effectiveness and efficiency.
