الملخص

Abstract
Despotism is a phenomenon known by the Arabic region for
a long time ago, many factors have been involved in its
formulation, such as the political, economic, social, cultural, and
psychological ones. It reveals a defect in the relation between ruler
and the ruled, and this relation has always been understood by
political authority in a manner that shows the superiority of the
ruler over the ruled through considering the authority a private
property and not professional position, a matter that caused a defect
in the relation between the authority and society.
Hence the contemporary political system did not understand
the authority in a different way, and here came the negative stand
towards the society in general and towards the political opposition
in particular.As a result, mechanism of the official political
discourse of the authority with the opposition was characterized by
inactivation, exiling, canceling and extreme violence. This created
non – trust atmospheres between the authority and opposition,
which was negatively reflected on the citizen, society, and the stand
towards political pluralism. And this is what the research has
