The Legal Framework of Public Diplomacy

Abstract

Despite the increasing importance of public diplomacy in international relations and international law, little legal research exists addresses public diplomacy. This paper provides a detailed overview of the concept of public diplomacy, its objectives and means. The study aim is to reach an understanding of what the concept stands for in terms of developing governing rules. It argues that in addition to focusing on separating the political and social concept of popular diplomacy, studies addressing the legal aspects of popular diplomacy are crucial due to its role as a tool serving the functions of international relations.
