الملخص

یعد الأشخاص ذوی الاعاقة البصریة من الفئات الضعیفة فی المجتمع ,ولأجل ذلک لابد أن یکون لهم الحق فی الانتصاف وأن تتوافر لهم الحمایة القانونیة اللازمة لحقوقهم الاساسیة فی مختلف مجالات حیاتهم بالنظر لاحتیاجاتهم الخاصة, بما یسهم فی زیادة تفاعلهم مع مجتمعاتهم. وقد وفر القانون الدولی لحقوق الانسان لهذه الشریحة حزمة من الالیات والقواعد القانونیة الدولیة لحمایة حقوقهم , تأتی فی مقدمتها اتفاقیة حقوق الاشخاص ذوی الاعاقة لعام 2006 ، لإلزام الدول ومن ضمنها العراق الذی اصبح طرفا فیها عام 2010 سن تشریعات وطنیة تتیح لهذه الفئة التمتع بحقوقها, فکان اقرار قانون رقم (83) لسنة 2013 الذی وفر الاساس القانونی لحمایة حقوق هذه الشریحة على المستوى الوطنی.
