The Reality of Collection Development Policies from the Perspective of Some Librarians at the University of Mosul
Abstract
This study aims to explore the reality of collection development policies from the perspective of some librarians at the University of Mosul. The objective is to identify the staff responsible for the selection and acquisition of resources in these libraries and to examine the policies adopted for developing library collections. The study employed a descriptive methodology to analyze the current state of development policies applied in the libraries of the University of Mosul's colleges. The findings revealed several critical points, most notably that the majority of the libraries surveyed lack a clear, documented, and approved policy. Instead, most of the existing practices are individual efforts by library staff. Among the key recommendations of the study is the establishment of a permanent policy for library collection building in accordance with accepted standards. This includes referring to University Library Instructions No. 92 of 1995, which serves as a framework for Iraqi libraries and outlines regulations on budgets, acquisitions, staffing, and services, as detailed in Appendices (2) and (3).
