Membership of Non-State Entities in Specialized Agencies Associated with the United Nations System

Abstract

Due to its technical and non-political nature, some UN-specialized agencies accept as members entities that have not reached the legal description of states according to the voting procedures specified in its charters. This paper looks at the practice followed by the United Nations and examines to what extent that accepting a membership of an entity that is not a state as an observer in the United Nations, is a necessary condition for changing the status of this entity from an observer entity to a non-member observer state
